<h1>Co-creating human-centered policies – for a better Europe</h1><p>Policy making in the twenty-first century is undergoing major changes. The COVID pandemic has amplified already pressing economic, social, and environmental problems, challenging institutions and policymakers to find new and better ways of developing public initiation.</p><p>Policymakers need to adopt skills and approaches suitable for handling the challenges of today.  Co-creation, the act of creating new solutions with people, not for them, can help drive radical innovation in the public sector. By focusing on citizens’ own experiences and resources, co-creation can help identify truly valuable services.</p><h3>Join us in exploring this at the conference “Co-creating human-centred policies – for a better Europe” from May 3rd-7th, 2021.The final conference of the ambitious European project SISCODE - Co-design for Society in Innovation and Science.</h3><p>During the free and virtual conference, we dive into the power, the approaches, and the challenges of co-creating policies with our citizens. The SISCODE final conference consists of 4 days of keynote speeches, testimonials, and experimentation in 10 labs spread across Europe. The fifth and final day will be a collaborative effort to co-create a manifesto for the future of policymaking.</p><h3>Each day we explore a different part of co-creation:</h3><p><strong>3. <h3>03.May.2021</h3><h2>Developing a culture of co-creation with citizens</h2><p>Small scale experiments conducted by citizens in their own contexts of life can be an effective approach to operationalize <em>Responsible Research and Innovation. </em>SISCODE’s long-term experimentation in 10 co-creation labs across Europe has produced many relevant results and insights.</p><p>The first day of SISCODE’s final conference will focus on these main results, discussing them with respect to the outcomes of Designscape, anEU project that supported the diffusion of design-enabled innovation in urban environments.</p><h3></h3><h3>Agenda </h3><p><strong>09.30-09.40 AM -  Welcome and introduction to SISCODE,</strong> By Alessandro Deserti, Politecnico di Milano</p><p><strong>09.40-10.00 AM - Institutional change for Responsible Innovation,</strong> talk by René von Schomberg, Technical University of Darmstadt. René von Schomberg, Philosopher will talk about how Responsible Research and Innovation should make the public an agent of change rather than only a subject to change. How we turn citizens into a driving force for socially desirable innovation.</p><p><strong>10.00-10.20 AM - Inclusive Innovation: Challenges and perspectives,</strong> talk by Madeleine Gabriel, NESTA. Innovation affects us all, but decisions about innovation tend to be made by a small subset of people - usually quite privileged people. Co-creating policies relating to innovation and technology with wider society is hard but incredibly important. </p><p><strong>10.20-10.40 AM - Discussion panel w. guest speakers,</strong> moderated discussion between the guest speakers.</p><p><strong>11.00-11.20 AM - Co-creation as a means to operationalize Responsible Innovation, </strong>by Francesca Rizzo - Alessandro Deserti, Politecnico di Milano; Asger Nørregård-Rasmussen, Foreningen Maker; Matteo Merzagora - Aude Ghilbert, TRACES</p><p><strong>11.20-11.40 AM - Sustaining &amp; scaling up grassroots innovation: Insights from the Designscapes project. </strong>Project presentation by Nicola Morelli, Aalborg University, Service Design Lab. Even frugal innovation is an approach to generate local niche changes, which can eventually disrupt the institutional order of things. <h3>04.May.2021</h3><h2>The power of empathy – design for policy</h2><p>Leveraging empathy and applying design in policymaking can lead to better policies and more value and impact. This inspirational talk will kick off a conversation with practitioners who have a profound experience with co-creation and the potentials of professional empathy in policymaking to discuss barriers and openings. We will explore the views from the strategic political playground, the interactive playground, and the operational level and have participants interact and engage during the session. How do we make sure EVERYONE is involved in the co-creation process?</h2><p>Together, participants will analyze how co-creation practices can become more equitable, inclusive, and socially just. <h3>06.May.2021</h3><h2>Co-creating ecosystems: Enabling collaboration for sustainable cities</h2><p>What can a supportive co-creation ecosystem look like,, and how can it contribute to the sustainability of cities? These and other questions will be discussed during the 4th day of SISCODE’s final conference week. Participants will not only learn about the latest research results in the field of co-creation and exciting practice examples from the SISCODE Co-Creation Labs. They will also have the chance to share their opinion and contribute to the co-creation manifesto to be published as a result of the whole conference week. During the lifetime of SISCODE, this was envisioned as a science festival devoted to the DIY design, adaption and/or construction of real size kayaks that can be used in rivers like our river; the festival and its content should be co-created by the participants. We will discuss how this could become a real initiative by opening up this co-creation agenda.</li></ul><ul><li><strong>Partners of “Experience”: </strong>A life-long learning programme for older adult early-stage researchers, in which citizens stand in “the researchers’ shoes”, applying Living Lab methodologies and experiential learning activities to co-explore and co-create solutions for everyday living problems of their city. The university opens its doors to older adult citizens, and along with key policymaking actors, the city turns into a co-creation playground for older adult researchers to find solutions and address key societal challenges related to various aspects of everyday living (e.g. environment, active citizenship, public health &amp; social welfare) FOR their city and WITH their city.</li></ul><p><strong>11.00-11.10 AM - Bridge &amp; Break,</strong> introduction to parallel Workshop Sessions</p><p><strong>11.10-12.15 AM - Workshop Session 1-4</strong></p><ul><li><strong>Workshop Session 1: Towards the ideal Co-Creation Ecosystem - Further exploring SISCODE research results.</strong> Facilitated by Alessandro Deserti - Felicitas Schmittinger - Ilaria Mariani, Polimi;  Daniel Krüger, TU Dortmund University. Co-creation is realized in diverse contexts and is confronted with very different framework conditions. Within the SISCODE project, more than 140 cases of co-creation from all over the EU have been analyzed, and numerous insights and recommendations have been derived. Participants will learn more about enabling and hindering conditions for co-creation and reflect these results collaboratively.</li></ul><ul><li><strong>Workshop Session 2: CoRRI Forum: Building communities for sustainable cities. </strong>Facilitated by Olga Glumac, Tedora Aibu, SPI; Agnieszka Włodarczyk, Krakow Technology Park; Asger Nørregård Rasmussen, Maker / Viadukten. This co-creation session is channeled through the CoRRI Forum, a community of practice created by the SISCODE project but co-owned and co-implemented by its beneficiaries. The session is centered on how innovation communities can be built at the local and regional level to strengthen collaboration and understanding between decision-makers and beneficiaries of the actions. This workshop will be a roundtable with local policymakers as panelists who will collectively converge ideas and experiences to exchange lessons learned from co-creation journeys in which they partook. The session will be co-facilitated by two of the SISCODE co-creation labs that will also fuel the discussion with views from the public and existing innovation actors at the local and regional levels. CoRRI representatives will showcase how the learning outputs and recommendations can be scaled to transnational innovation communities. The floor will be opened so all participants can partake actively in the discussion. Participants will leave the session with a higher level of understanding of how co-creation initiatives can be applied in different contexts to create bonds and how their actions could be facilitated through CoRRI and its working group devoted to the workshop’s topic.</li></ul><ul><li><strong>Workshop Session 3: A “mini-manifesto” on Responsible Research &amp; Innovation. </strong>Facilitated by Despoina Mantziari - Despoina Petsani, AUTH/Thess-AHALL; Ines Vaittinen, European Network of Living Labs, ENoLL. A few minutes of inspirational, enlightening talk will start off this session. Showcasing the “Partners of Experience” life-long learning programme for older adult early-stage researchers and the impact of RRI on the co-creation journey of Thess-AHALL Living Lab. The discussion will be facilitated by the Tips &amp; Tricks for Responsible Research &amp; Innovation. The Tips &amp; Tricks is a creative tool that operates as a discussion starter to reflect on previous experiences and explore new perspectives and possibilities in specific fields of interest or research work. Participants in the session will share their own experiences - both positive and negative - on aspects presented in the Tips &amp; Tricks for RRI cards, showcasing their projects and real-life case studies. At the end of the workshop, participants will co-create their T&amp;Ts to add to the provided pack of cards and conclude in a “mini-manifesto,” based on their lessons-learned, visions and achievements.</li></ul><ul><li><strong>Workshop Session 4: Beyond Remix El Barrio: The Social Innovation Ecosystem of Poblenou with Fab Lab Barcelona.</strong>Facilitated by Marion Real - Milena Juarez Calvo, IAAC/Fab Lab Barcelona; Alejandra Castro - Eva Wascher, TU Dortmund University. The Remix El Barrio case is set at Fab Lab Barcelona at IAAC, located in the innovation district of 22@Poblenou in Barcelona. We will explore how the project delved into their community with an intensive stakeholder mapping and elaborate on the roles played by the 22@Poblenou district, Fab Lab Barcelona, and other key agents of the neighborhood in the regenerative transformation of the local ecosystem.</li></ul><p><strong>12.20-12.30 AM - Wrap-up</strong></p>

<h3>07.May.2021</h3><h2>A pledge for a better Europe: Co-creating the future of policymaking</h2><p>A better Europe requires policies that respond better to societal needs. As a conclusion of 3 years of research and experimentation, the SISCODE consortium has synthesized the learnings into a pledge - a manifesto - with the ambition to affect and impact future policies and policy making beyond the project.
